Strictly limited to those who attended the event and made the purchases through Bandai's counter there. Apparently when the items were sold out, Bandai distributed serial numbers to those who were still keen on getting the items, which can now be used on Bandai Premium.
Started yesterday (August 20th), customers with such serial number can register on Bandai Premium can get the items delivered to their specified address. This offer will last till August 30th.
