Kamen Rider Rei (仮面ライダーレイ), who is a monster hunter named Takato Shiramine (played by Syouma Yamamoto). He is partnered to Reikivat (Yukivat), voiced by (Norio Wakamoto) and belongs to an organization called the 3WA (World Wide Wing Association) to which Keisuke Nago once belonged.
The villian of the movie is Takashi Sugimura who is a death-row inmate and transforms into the black and horned Kamen Rider Arc.
